VRPN Streaming interface to custom engines

The streaming of data out of Orions is based on a custom VRPN Tracker that sends skeleton data.

What has been added is the facility to send skeleton metadata (bone names, hierarchy, rest pose and bone id) as a text message. The metadata is JSON encoded and sent in chunks of 1000 bytes and will need reassembly in the client before it can be parsed. Local transformation is transmitted as sensor data with sensor id corresponding to the bone id  sent in the metadata.
